CPM IS NEW MANAGEMENT COMPANY AS OF DECEMBER 1, 2018
As most of you know by now, Anchor Community Management owner, Colleen Scott, retired and sold her business to Community Property Management (CPM) as of 12/1/18. For the most part, this will be seamless to the owners other than for this first month of changing where your payments are made. Letters have been sent to all owners from CPM so you should have the answers to your questions by now but if not, their contact info is above. They are the ones you would contact for any billing questions as Dianne does not handle that in the on-site office. But you will be happy to know that you will once again receive monthly invoices by email (or mail if you don’t sign up for email delivery of statements and other HOA documents) no matter how you make your payment. But as always, the easiest and safest way to make your payment is by auto payment through your own financial institution or through Union Bank with CPM. That way you will know your payment is made on time rather than taking a chance of it getting delayed or lost in the mail.
I’ve received many questions about your December payments so here is what I’ve been told: If you MAILED your check for payment, those checks are being forwarded to CPM so no need to write a new check for December! But if you use auto pay through your own financial institution or have M of O take your money from your account, those payments were rejected as of 12/1 and you will need to make your December payment.
PLEASE WAIT FOR YOUR INVOICE TO MAKE YOUR PAYMENT; THEY ARE BEING MAILED THIS WEEK AND YOU WILL NEED YOUR NEW ACCOUNT NUMBER TO MAKE SURE YOUR PAYMENT IS POSTED CORRECTLY! NO PAYMENTS CONSIDERED LATE THIS MONTH.
We all wish Colleen from Anchor a very happy retirement and thank her and her staff for the many years that they took excellent care of our HOA. I’m sure that CPM will also be a good management company in meeting our needs but if you have any questions after interactions with them, please let Dianne in the office know.
BY YOUR REQUEST - NEW POOL HOURS!!
The board has received requests to open the pool areas at 8:00 am rather than 9 am for those who would like to use the jacuzzi or do laps before work so the board agreed to give it a “trial period”. Please just remember that this is “quiet time” so if you do use the facilities then, please keep voices down so that we can continue with this earlier hour indefinitely. And the same goes for the evenings when it comes to quiet time. The pools are still open until 10 PM but please remember that 8pm – 10pm is quiet time since so many residents live around the pools. The board does not want to have to close the pool areas earlier so please do your part in keeping the noise level down after 8 pm. Voices carry immensely when people are in the jacuzzi’s so please keep your voice low rather than a normal voice during those hours so that we can continue to keep the pools open until 10pm. The East (office) pool and both spas are heated for your convenience. West pool heat has been turned off for the winter months.
30-DAY NOTICE OF PROPOSED PET RULE CHANGES
The following proposed rule is based on many complaints received by the office about “outdoor cats” being allowed to roam the property so they are jumping on other resident’s balconies, as well as defecating and urinating on walkways, resident’s door mats, and in the landscape areas of the community. These situations mean a lot of extra work for the HOA maintenance staff. The increasing amount of complaints prompted the need to propose changing the current pet rules to include ALL outdoor pets.
CURRENT RULES:
Dogs must be securely leashed and controlled at all times by a responsible person. Animal Ordinance sec. 44613. $100 IMMEDIATE FINE.
Owners are responsible for picking up all dog droppings. Failure to do so will result in an immediate $100.00 fine. No warning will be issued. No exceptions. All pet waste occurring in the common area must be promptly cleaned-up and removed to a proper waste receptacle. CC&R’s Sec. 11.3
Any dog that attacks a person or an animal may be banned from SSI property at the discretion of the board. An immediate fine of up to $200.00 may be assessed for aggressive behavior.

ARCHICTECTURAL MODIFICATION FORM REQUIRED FOR ALL REMODELING GOING FORWARD
Starting immediately, any and all remodeling of a condo will need an Architectural Modification form completed and approved by the HOA prior to the work being done. Our project manager or other HOA representative will need to review the architectural request and condo to confirm that all work is being done according to the request. City permits do need to be pulled for many different remodeling projects and it’s the responsibility of the owner to check with the city to see if the work they are having done will need a permit. If so, you need to complete the architectural form first and have it approved by the office or the board before taking it to the city to apply for permits. A signed off copy of the permit needs to be turned in to the office once the work is completed. The architectural forms are on our website. Please contact Dianne in the office for any questions.
THERE ARE MANY EMPTY RESERVED PARKING SPACES NOT BEING USED!
The office is receiving many complaints from residents that when they come home late at night, the parking lot is full so they have no place to park. Some residents are taking it upon themselves to park in someone else’s space so that they have a place to park and just know that your vehicle could be towed if you do this.
Please remember that the rules state that ONE of your vehicles IS REQUIRED TO BE PARKED IN YOUR RESERVED SPACE FOR OVERNIGHT PARKING. YOU WILL BE IN VIOLATION IF YOU DO NOT DO THIS.

Per the article in last month’s newsletter, our long-time owner, Claude Talan, passed away in October after a long battle with cancer. His wife, Bridget, asked me to put a “thank you” in the newsletter to all of you who attended his memorial service in the clubhouse and who left flowers and cards at her door. She doesn’t know who some of them came from so this is her way of saying thank you to those of you who were so thoughtful during this very tough time for her!
